Lieutenant Colonel Debra L. Roesler
Professor of Military Science
Lieutenant Colonel Debra Roesler graduated from Newport High School in 1982.
She earned a BS degree from Indiana University of Pennsylvania, graduated as a
Distinguished Military Graduate and was commissioned a Second Lieutenant in the
Quartermaster Corps in 1986. In 2000, LTC Roesler earned a Masters of Science
Degree in Education from Long Island University, NY.
LTC Roesler served in both Army Staff and tactical leadership positions. Her
leadership positions include, Platoon Leader in the 40th Supply and
Service Company and Supply Officer in the 84th Combat Heavy Engineer
Battalion, Schofield Barracks, HI. She was Company Commander, 16th
Field Service Company, Ft Lee, Virginia, which was most noted for its support
following Hurricane Andrew in South Florida. Following command, LTC
Roesler served as a TAC officer for the Officer Basic Course and then was
selected to participate in the Army’s Training with Industry Program (TWI) with
Marriott International, Washington, DC. Her follow-on tour was as Chief of the
Cadet Mess at the United States Military Academy, West Point, NY. After West
Point, she served as the Personnel and Supply officer in the 10th
Division Support Command and as the Operations Officer in the 710th
Main Support Battalion, 10th Mountain Division, Ft Drum, NY.
During Operations Enduring Freedom and Iraqi Freedom from 2001-2003, LTC
Roesler was an Exercise Planner in the C3 Operations for the Coalition Forces
Land Component Command, Camp Doha, Kuwait. She was the Army planner for three
major CENTCOM Peacetime Engagement Strategy exercises in Qatar, Kuwait and
Egypt. Most notably, she was the Army planner for BRIGHT STAR in Egypt, leading
the planning of logistics coordination and ground maneuver training for seven
participating countries. Later during OIF, LTC Roesler was responsible for
tracking forces flowing into theater for the C3 Current Operations, CFLCC. LTC
Roesler’s follow-on assignment was as an Assistant Professor for Logistics and
Resource Operations at the Command and General Staff College, Ft Leavenworth,
KS. She is currently the Professor of Military Science at the University of
California, Berkeley.
LTC Roesler’s awards and decorations include Meritorious Service Medals (four
awards), National Defense Service Medal (two awards), Humanitarian Service
Medal, a Distinguished Unit Citation and the Global War on Terrorism Service
and Expeditionary Medal for participation in OEF/OIF.

Major Robert M. Miller
Assistant Professor of Military Science
Major Miller joined the U.S. Army as a Private in 1985 and served as a Legal
Specialist in Germany for two and a half years. In 1988, he left Active Duty as
a Sergeant and served in the Colorado Army National Guard while completing
college. In 1989, he graduated from Officer Candidate School at Fort Benning,
Georgia and was commissioned a Second Lieutenant of Infantry. After graduating
from the Infantry Officer Basic Course, he was assigned as the Communications
Platoon Leader for the 5th Battalion, 19th Special Forces
Group (Airborne). He graduated college in 1992 and attended graduate school in
Illinois, transferring to the Illinois Army National Guard where he served as a
Support Platoon Leader, Antitank Platoon Leader, Company Executive Officer, and
Tactical Intelligence Officer. In 1999, he transferred to the 308th
Civil Affairs Brigade, U.S. Army Reserve, as the Assistant Economic Functions
Officer. He deployed to Kosovo for six months as a Civil-Military Officer with
the NATO peacekeeping forces in 2000/2001. In 2002, he graduated with a Ph.D.
in Economics and became a visiting Assistant Professor of Economics at the
University of Kentucky. He also commanded Troop E, 3-397th Cavalry,
100th Division in Somerset, Kentucky. In 2003, he was accepted into
the Active Guard and Reserve Program and assigned as the Executive Officer and
Assistant Professor of Military Science at the University of California at
Berkeley
Major Miller was the Distinguished Honor Graduate of four military schools:
Basic Combat Training, Legal Specialist Advanced Individual Training, LC-100
Legal Specialist Course, and the Primary Leadership Development Course. He was
the Distinguished Academic Graduate at Officer Candidate School and was on the
Commandant’s List in the Infantry Officer Basic Course. He also completed the
Basic Airborne Course, Jumpmaster School, the Infantry Officer Advanced Course,
the Civil Affairs Officer Advanced Course, and the Combined Arms and Services
Staff School. His military awards include the Army Commendation Medal (two
awards), Army Achievement Medal (four awards), Army Good Conduct Medal, Army
Reserve Components Achievement Medal (four awards), National Defense Service
Medal, Armed Forces Reserve Medal, NCO Professional Development Ribbon, Kosovo
Service Medal, NATO Medal (Kosovo), Global War on Terrorism Service Medal, and
the Basic Parachutist Badge.
Major Miller received a Bachelor of Science degree in Mathematics and Economics
(cum laude) from the University of Colorado at Denver in 1992. He received a
Master of Science degree in 1995 and a Doctor of Philosophy degree in 2002,
both in Economics, from the University of Illinois.

Captain Ali D. Davis
Scholarship Operations Officer
CPT Ali Davis joined the Army Reserves after High School in Charlotte, North
Carolina. He attended Basic Training at FT McClellan, Alabama in 1989 and
in the split option program he completed Advanced Initial Training in the
summer of 1990. As a private first class CPT Davis served in desert
shield/storm while in the Army Reserves as a transporter in 1991. While
in the reserves he attended and graduated from Appalachian State University in
1995 with a BS in Habilitative Science. He also received his Graduate
degree in Student Development with a concentration in Administration from
Appalachian State University. CPT Davis was commissioned for active duty
in May 1998 at Appalachian as a Chemical Officer while completing his graduate
degree.
CPT Davis completed Officer Basic Course in 1999 and was assigned to Fort
Bragg, North Carolina where he served as a Battalion Chemical Officer in the
1st/1-377 Field Artillery Battalion, Platoon Leader and Executive
Officer in 101st Chemical Company and Brigade Chemical Officer in
the 16th Military Police Brigade. CPT Davis served as the Company
Commander of the 18th Aviation Brigade Headquarters and Headquarters
Company where he commanded for thirty months including deploying his unit to
Iraq and redeploying his unit from Iraq.
CPT Davis also attended and completed the Captains Career Course at Fort
Leavenworth. He attended and completed the Infantry Captains Career Course at
Fort Benning Georgia. He earned his Airborne Wings, Air Assault Badge and
he also completed the Jump Master course at Forth Bragg.
CPT Davis’s awards and decorations include The Bronze Star for participation
in OEF/OIF, Meritorious Service Medal, Army Commendation Medal, National
Defense Medal, Army Achievement Medal, Overseas Service Ribbon, Meritorious
Unit Commendation for participation in Desert Shield/Storm, Army Service
Ribbon, Kuwait Liberation Medal (Government of Kuwait and The Kingdom of
Saudia Arabia) in participation of Desert Shield/Storm and Global War on
Terrorism Service Expeditionary Medal for participation in OEF/OIF.

Sergeant First Class Eugene C. Lumar
Training Noncommissioned Officer
Sergeant First Class Lumar joined the US Army as a private in May, 1984 as a
Stinger Gunner in the Air Defense Artillery at Ft. Bliss, TX. Upon graduation
he served from 1984 to 1987 at Ft. Riley, KS as a Stinger Gunner in Battery A,
2nd Battalion, 67th Air Defense Artillery. He then served
as a Stinger Team Chief at Hahn Air Force Base, Germany with the 5th
Battalion, 44th Air Defense Artillery from May, 1987 to November,
1991. He then transferred to Ft. Polk, LA as a Stinger Team Chief until
November, 1992 when his division moved to Ft. Hood, TX and became part of the
1st Armored Division. Within a year, his unit transferred to the
4th Infantry Division, where he served as a Linebacker Squad Leader.
He then served at Ft. Benning, GA as a Senior Instructor for the M2A3 Bradley
NET team from 1997 to 2000. He was transferred to Camp Casey, Korea as a
Platoon Sergeant for Battery A, 5-5 ADA and then returned to Ft. Hood from 2001
to 2003 as a Platoon Sergeant for a Linebacker Platoon in Battery A, 4-5 ADA,
1st Cavalry Division. In September, 2003, SFC Lumar was assigned as
the Training NCO/MS I Advisor for the University of California at Berkeley ROTC
Program.
SFC Lumar attended the Primary Leadership Development Course, Basic and
Advanced Noncommissioned Officers Course, the Primary Instructor Trainer Course
and the Army Family Team Building Course. His awards include the Meritorious
Service Medal, the Army Commendation Medal (five awards), the Army Achievement
Medal (eleven awards), the Overseas Service Ribbon (two awards), the NCO
Professional Development Ribbon (with numeral 3), the Good Conduct Medal (six
awards), the Humanitarian Service Award, the Order of St. Barbara, and the
Drivers Badge.

Sergeant First Class Smith
Training NCO/MS I Advisor
Sergeant First Class Smith joined the U.S. Army as a Private in Oct, 1989 as
a Stinger Gunner in the Air Defense Artillery at Fort Bliss Texas. Upon
Graduation he served from 1989 to 1992 at Fort Hood Texas as a stinger gunner
In Battery D, 2nd Battalion, 5th Air Defense Artillery.
While assigned to the 2nd of the fifth he was deployed to the Middle East as
part of Operation Desert Storm and Desert Shield. He then served as a stinger
Team Chief at Camp Stanton South Korea with the 5th Battalion, 5ht Air Defense
Artillery from May 1992 to July 1993. He then transferred back to Fort Hood
Texas as a Stinger Team Chief until 1994 when his Brigade moved to Fort Bliss,
Texas, and became part of the 31st Brigade. He was then transferred to the
USACAS Battalion where he served as a Squad Leader. He then transferred to Camp
Casey South Korea where he served as Platoon Sergeant from May 2002 to October
2003. He was then transferred to Fort Irwin, Ca where he served as a Platoon
Sergeant with the 11th Armored Calvary Regiment from January 2004 to Oct 2004
before being transferred to Task Force Mojave where he served as Operations
NCOIC, and First Sergeant. In August 2006 SFC Smith was assigned as the
Training NCO/MS I Advisor for the University of California at Berkeley ROTC
Program
SFC Smith attended the Primary Leadership Development Course, Basic and
Advance Noncommissioned Officers Course. His Awards include the Meritorious
Service Medal (1 OLC), The Army Commendation Medal (4 OLC), The Army
Achievement Medal (5 OLC), The Overseas Service Ribbon (3 awards), The NCO
Professional Development Ribbon (with numeral 3) The Good Conduct Medal (six
Awards), and The Order of St. Barbara
